The term persons with disabilities is used to apply to all persons with disabilities including those who have long-term physical, mental, intellectual or sensory impairments which, in interaction with various attitudinal and environmental barriers, hinders their full and effective participation in society on an equal basis with others. A person with disabilities may be regarded as a person with a disability in one society or setting, but not in another, depending on the role that the person is assumed to take in his or her community. The perception and reality of disability also depend on the technologies, assistance and servicesavailable, as well as on cultural considerations. People with disabilities are subject to multiple deprivations with limited access to basic services, including education, employment, rehabilitation facilities etc. Widespread social stigma plays a major role in hindering their normal social and economic life. To work towards an inclusive, barrier free society by raising awareness and policy actions, there is a need to have comprehensive reliable statistics on people with disability and their socio-economic conditions. As per the Census 2011, the differently abled population in India is 26.8 million. In percentage terms, this stands at 2.21 %. There has been a marginal increase in the differently-abled population in India, with the figure rising from 21.9 million in 2001 to 26.8 million over the period of 10 years. The disability rights movement in India started only in the early 1990s. The launch of the Asian and Pacific Decade of Disabled Persons in 1993 gave a definite boost to the movement. Recently, the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India has published Draft National Policy for Persons with Disabilities, 2021. The existing policy for Persons with Disabilities was adopted in 2006. Since then, a number of developments have taken place in the disability sector like signing of UNCRPD by India, enactment of the Rights of Persons with Disabilities Act, 2016 and adoption of National Education Policy, 2020. Therefore, the new policy has been framed by the Task Force constituted by the Committee which constituted a task to draft a new policy.
